There is established and created a city-county human resource system which shall (a)
provide for a sound program of human resource administration and employee relations;
(b) provide for hiring, including the creation, classification and duties of employee
positions, and promotion of employees on the basis of qualifications and merit; (c)
provide for equitable compensation; and (d) assure fair and equal treatment of employees
and applicants for employment in accordance with state and federal laws.
