It is the purpose of these regulations to regulate the keeping, breeding, raising,
and harboring of pigeons, wild pigeons, and wild birds in Butte-Silver Bow city-county
and its municipalities in a way that will protect and promote the public health, safety,
and welfare; prevent the spread of disease; prevent the creation of nuisances and
prevent damage to property.
