The purpose of this chapter is to regulate all persons engaged in the business of
buying, selling or dealing in secondhand merchandise, furniture, fixtures, household
goods, silverware and similar items, jewelry, wearing apparel, tools, electrical apparatus,
machinery, or any other secondhand article of any kind or character, including receiving
such articles for sale on consignment, including any person who loans money on deposit
by way of pawn, pledge or exchange of personal property as security for the repayment
of money loaned and also including any person who deals in coins, precious and semi-precious
metals or stones.
