(a)

The City-County may levy such taxes as are permitted by state law for the operation of county governments, which taxes shall be levied on all property within the territorial limits of the City-County.

(b)

In addition, the City-County may levy such taxes as are permitted by state law for the operation of city governments, which taxes may be levied on all property within the City-County except the area within the territorial limits of the Town of Walkerville.
